“The interaction between the state authorities and private bodies gain a special significance nowadays. The development of the institutes of public-private partnership is determined as a strategic direction according to the Conception of long-term social-economic development of the Russian Federation elaborated by the Russian Ministry of economic development.

On the one hand the infrastructure organizations, mainly their monopolistic segments, can not be privatized on the grounds of their strategic, economic and socio-political significance. But on the other hand, the state doesn’t have enough funds for their simple reproduction. In order to solve this controversy the conception of Public-Private Partnership is used in a foreign economical practice. It is a kind of alternative way of privatization of strategically important state objects.”
